Currently, when depositing USDT stablecoins into Roogoo, a 0% exchange fee (top-up fee) is applied for converting USDT to USD during the card top-up process. Similarly, a 0% exchange fee (withdrawal fee) is applied for converting USD back to USDT when withdrawing (transferring out) from the card.
Additionally, when depositing or withdrawing crypto, you are only required to pay the corresponding Network Fee (Gas fee) based on your selected blockchain network. Beyond these network costs, Roogoo does not charge any additional fees for deposits or withdrawals.

Decline & Chargeback Fees: Bank charges incurred by transaction failures due to insufficient card balance, card freezing, or card deactivation:
Insufficient Balance Fee (Critical): For authorized transaction amounts 150% or more of the card balance, a fee of 5% of the transaction amount + $0.50 USD will be charged (Min: $0.01 USD | Max: $30.00 USD).
Insufficient Balance Fee (Standard): For authorized transaction amounts between 100% and 150% of the card balance, a fee of 2% of the transaction amount + $0.50 USD will be charged (Min: $0.01 USD | Max: $30.00 USD).
Zero-Fee Tier Card: For cards upgraded with "Zero-Rate" benefits, the decline fee is a flat 2% of the transaction amount (Min: $0.01 USD | Max: $30.00 USD).
Transaction Reversal Fees:
Authorized Amount ≥ $5.00 USD: $1.00 USD per transaction
Authorized Amount < $5.00 USD: $0.20 USD per transaction
Transaction Dispute Handling Fee: 50 USD. If a transaction dispute is filed with the merchant and the payment platform, requiring the bank to process the dispute, a 50 USD transaction handling fee will be charged per transaction regardless of the outcome.
⚠️ Important Cardholder Guidelines & Risk Warning
1. Transaction Declines and Risk of Cancellation
Consecutive Decline Restriction: If a card encounters 5 or more consecutive transaction declines (Declined), it may trigger the bank's security risk control, leading to immediate card cancellation. In the event of such a cancellation, any remaining balance in the account will not be refunded.
⚠️ Protect Your Card Information: Keep your card details (including card number, cardholder name, expiry date, and CVV/security code) strictly confidential. Do not lend your card to others. Any disclosure of information or unauthorized use may result in significant financial loss and the incurrence of heavy decline fees.
⚠️ Important Reminder on Card Status: Please be aware that the bank charges decline fees for failed transactions caused by deactivated or frozen cards. To avoid unnecessary charges, please cancel any unwanted subscriptions promptly.
2. Negative Balance Policy
If the card balance is insufficient to cover payments, transaction reversals, or service fees, the balance will become negative.
The system will automatically deduct the outstanding amount from your other accounts (e.g., Asset Account, Earn Account, etc.). If the total funds remain insufficient to cover the debt, the card will be cancelled due to risk control.
3. Spending Recommendations (Guide to Avoiding Declines)
Sufficient Buffer: Please ensure your card balance exceeds the expected transaction amount by 3%–5%.
Reserved Minimum: It is highly recommended to maintain at least $0.50 – $1.00 USD in your card after spending. Please avoid "clearing out" your balance, as it may lead to failed transactions due to insufficient funds for processing or cross-border fees.
Benefit Clarification: For users with "Zero-Rate" benefits, the banking system will still deduct fees first and then issue a real-time rebate. You must ensure your initial balance is sufficient for the pre-rebate total.
4. Third-Party Platform Fees
When using WeChat Pay or Alipay for transactions exceeding 200 RMB, the platform (WeChat/Alipay) will charge an additional 3% international card handling fee.
Please pay close attention to the settlement amount, taxes, and extra fee prompts on the payment platform. These fees are not charged by Roogoo.
Roogoo Card Cross-Border Exchange Rates
Exchange rates are one of the primary concerns for users when making cross-border transactions. Roogoo Card uses real-time bank exchange rates for settlement, which are very close to Google's quoted rates (±0.2-0.3%). The exchange rate is clearly displayed in the transaction details—fully transparent with no hidden fees.
For small-amount transactions, some exchange rate display discrepancies due to calculation precision are normal. Since the bank's minimum settlement amount with merchants is 0.01 USD, small payments may show rate deviations due to rounding precision.
Example: If the CNY to USD exchange rate is 0.1412, the equivalent USD to CNY rate is 7.0821 (the rate displayed on your statement). If you pay 29.69 CNY, the actual calculation is: 29.69 × 0.1412 = 4.192228 USD. The bank rounds to 2 decimal places, so the actual settlement amount is 4.20 USD.
